Progression

So we have a bit of a problem - new ICC bosses get released and we can't even clear the old ones. I really like raiding, and I've been pugging (mostly unsuccessfully) over the break, but now I can't even do that as I'm staying unbound for Team Fail. The problem is we can't clear even the first boss in ICC with Team Fail.
The other day we wiped on Northrend Beasts in ToC FIVE times. That's 'old school' stuff. Then we made it even worse by wiping on IGNIS twice! When we didn't wipe, we did it so well we got the speed kill achievement. So this tells me we have the gear and the firepower, it's just somehow half of the raid aren't awake enough most of the fights?
First try on ICC boss the other night, we got to 37% easy peasy. Follow up tries were big wipe fests. That seems like lack of focus, not lack of gear. Moreover, we are not taking any gear from ToC.
What do we do? I really like raiding. It bums me out having to sit on the sidelines as Toch's group is always on the bleeding edge. I want _my_ group to succeed.
We have two-three premium DPS, the rest are lacklustre. We have one consistent and reliable tank. We have two consistent and reliable healers.
People are whispering me with their advice. So far I've heard "Team Fail cannot do ICC, we should do weekly quest raids and ToC only" and "We are wasting time with weekly quest raids, and it takes time away from ICC". Which way are we going?
I do want to do ICC, but it needs consistent DPS, reliable tanking, and pro healing. It needs EVERYONE to be aware of their surroundings at all times. It needs everyone in the raid to be running Deadly Boss Mods and listening to those announcements.
For DPS to be good, it's not just gear as some people have shown that Ulduar (for example) can be raided in all blues and still succeed. Read Elitist Jerks forums, look up various guides, practice rotations on target dummies in Ironforge, put your character through Rawr and see what DPS it says you can do and then at least achieve somewhere near that. Come to my Gold Run on Saturday (Friday server) and get some better loot if that's what makes the difference.
I suppose I have the option of making Team Fail 2.0 for people that actually want to progress in ICC and are willing to put in the hard yards for it, fill some spots with pugs I've met before, but that kinda sounds sucky :(
